Description of development: The development proposes the creation of a new pedestrian route from Carlow train station to Carlow town centre. It involves the creating of a new public realm space off St. Joseph's Road, improved pedestrian and vehicular access to St. Joseph’s school, St. Catherine’s Centre, St. Leo’s College and Carlow College. It requires new boundary walls, directional signage, lighting totem, visitor information point, fencing, new entrances, gates, public lighting, CCTV cameras, benches road surfacing, natural stone paving, footpath surfacing and all ancillary siteworks. The proposed works will be carried out on what is currently the grounds of St. Joseph’s school, the St. Catherine’s Centre, St. Leo’s College and the grounds of Carlow College (RPS CT73 10000437), in the townlands of Carlow and Rathnapish.

An Environmental Impact Assessment Screening Determination and an Appropriate Assessment Screening of the proposed development have been completed and are available for inspection.

Plans and Particulars of the proposed development may be inspected or purchased at a fee not exceeding the reasonable cost of making a copy for a period of 4 weeks from 20/03/2024 *(lodgement date) during public opening hours at the offices of County Buildings, Athy Road, Carlow, R93 E7R7, Monday - Friday 9.15 a.m. to 4.30 p.m.

A submission or observation in relation to the proposed development, dealing with the proper planning and sustainable development of the area in which the development would be situated, may be made, 

  • in writing: to the Planning Department, Carlow County Council, County Buildings, Athy Road, Carlow clearly marked ‘Rail Link Project - Part 8 Process’, or
  • online: at Carlow County Council’s public consultation portal https://consult.carlow.ie/ using the Make a Submission link on this consultation, or
  • by email: to part8@carlowcoco.ie with the subject line being clearly noted as ‘Rail Link Project - Part 8 Process’.

All Submissions must be received before 5.00 p.m. on 07th of May 2024.

NOTE 2: Submissions or observations received are subject to public viewing.

In accordance with Article 81 and 120 of the Planning & Development Regulations 2001, as amended, Carlow County Council has concluded from a preliminary examination that there is no real likelihood of significant effects on the environment arising from the proposed development and an Environmental Impact Assessment (EIA) is not required. Any person may, within 4 weeks from the date of this notice apply to An Bord Pleanála for an Environmental Impact Assessment Screening Determination as to whether the proposed development would be likely to have significant effects on the environment.
