LOCAL AREA PLAN 2024-2030

Consultation Stage

 

Notice is hereby given that Members of Carlow County Council and Laois County Council having jointly considered the Carlow-Graiguecullen Draft Joint Urban Local Area Plan 2024-2030 together with the Chief Executive’s report, in respect of submissions received, have resolved in accordance with Section 20 (3) of the Planning and Development Act 2000 (as amended), that the above-mentioned Plan be amended.

In accordance with Section 20(3)(f) of the Planning and Development Act 2000 (as amended), it has been determined that a Strategic Environmental Assessment (SEA) is not required for the proposed material alterations and an Appropriate Assessment (AA) is not required for the proposed material alterations. 

In this regard, the following documents are published for inspection and public consultation:

  • Proposed Material Alterations to the Draft Carlow-Graiguecullen Joint Urban Local Area Plan 2024-2030.
  • Screening Report for SEA pursuant to the SEA Directive and Planning and Development (Strategic Environmental Assessment) Regulations 2004-2011 containing an assessment of the Proposed Material Alterations
  • Screening Report for the purposes of Appropriate Assessment (AA) pursuant to the EU Habitats Directive (92/43/EEC) and Planning and Development Act 2000 (as amended) containing an assessment of the Proposed Material Alterations.
  • Proposed Material Alterations to the Appendices – i.e.  Strategic Flood Risk Assessment, Local Transport Plan and Infrastructure Assessment.

DISPLAY OF PROPOSED MATERIAL ALTERATIONS

The Proposed Material Alterations to the Draft JULAP (Written Statement, including Appendices), SEA Screening Report, AA Screening Report, Strategic Flood Risk Assessment, Local Transport Plan and Maps and the Infrastructure Assessment) may be inspected from Tuesday, 14th May 2024 to Wednesday, 12th June 2024:

  • Laois County Council, Planning Department, Áras an Chontae, JFL Avenue, Portlaoise, Co. Laois (during normal opening hours- excluding public holidays).

HOW TO MAKE A SUBMISSION

Written submissions or observations regarding the proposed amendments only must be received between 14th May 2024 and 12th June 2024. 
 

Submissions and observations can be made as follows: 
 

  1. Via the relevant consultation portal(s):  http://consult.carlow.ie or http://consult.laois.ie

  1. In writing marked “Draft Carlow-Graiguecullen Joint Urban Local Area Plan” and sent to the following relevant address: 

Carlow County Council, Senior Executive Officer, County Buildings, Athy Road, Carlow, Co. Carlow. 

Laois County Council, Senior Planner, Áras an Chontae, JFL Avenue, Portlaoise, Co. Laois. 

 

Submissions / observations should be made by one medium only and should include:  

 

  • Proposed Amendment(s) Reference Number(s) as shown in the document. 

  • Full Name of the person making a submission / observation with address on a separate page. 

  • Details of organisation/community group/ company which you represent where relevant. 

Submissions or observations will be made public on the website and at the offices of Carlow County Council and Laois County Council as appropriate and will also form part of the statutory Chief Executives Report to be presented to the full Council of both local authorities. You are responsible for ensuring no vexatious, libellous or confidential information, including confidential information relating to a third party (in respect of which the third party has not, expressly, or impliedly in the circumstances, consented to its disclosure) is included in your submission. The Planning Authority reserves the right to redact any submission or part thereof that does not comply with this requirement.

YOU ARE STRONGLY ADVISED TO MAKE YOUR SUBMISSION AS EARLY AS POSSIBLE, LATE SUBMISSIONS WILL NOT BE ACCEPTED.  LATEST TME FOR RECEIPT OF SUBMISSION (BY POST/ONLINE/EMAIL) IS 5.00PM 12th JUNE 2024.
