Proposed Tullow Orbital Pedestrian & Cycle Scheme Phase 2, Tullowphelim, Tullow. Co. Carlow

 

Proposed Development

Carlow County Council’s Roads Department, in conjunction with the National Transportation Authority (NTA), proposes to provide 550m of new combined footpath & cycle track which will link the Oakley Heights, An Caislean and Court View housing developments with Castle Lane as part of its 2022 Active Travel Program of works.

The proposed development will consist of:

  • Provision of a combined 3.5m wide footpath/cycle track with macadam surfacing from Oakley Wood to An Caislean Development.
  • Provision of a combined 3.5m wide footpath/cycle track with concrete surfacing from An Caislean to Castle Lane.
  • Upgrading of existing macadam footpath to provide a 3.5m wide combined footpath/cycle track along Castle Lane.
  • Provision of a combined 3.5m wide footpath/cycle track with macadam surfacing from Castle Lane to Court View.
  • Upgrading of existing concrete footpath at Court View to provide a 3.5m wide combined footpath/cycle track.
  • Provision of timber post and rail fence.
  • Installation of LED public lighting and associated ducting.
  • Topsoiling & grass seeding.
  • Installation of associated signage and road markings as necessary.

The development will primarily be take place within the existing road corridor and along existing well established routes. New and improved public lighting, road signage, road markings and landscaping in the vicinity of the works will also enhance and improve the existing streetscape at the works location with negative long term impact on the landscape and visual amenity of the area.

Plans and particulars of the proposed scheme will be available for inspection, or purchase at a fee not exceeding the reasonable cost of making a copy, for a period of 4 weeks from 10/05/2022 at the following locations:

County Buildings, Athy Road, Carlow, R93 E7R7 - Monday to Friday 9.15am to 4.30pm.

Tullow Civic Offices, Inner Relief Road, Tullow, Co. Carlow, R93 WP86 - Monday to Friday, 9.30am to 1.00pm & 2.00pm to 5.00pm.

Submissions & Observations

Submissions or observations with respect to the proposed development, dealing with the proper planning and development of the area in which the proposed development would be situated may be made before 4.30pm on Thursday 23rd June 2022 by any of the folllowing methods:

Please note that all submissions and observations , including the names of those making such submissions and observations, will form part of the Chief Executives report to council members in accordance with Section 179(3) of the Planning & Develpoment Act, and are therefore subject to public viewing. 

Environmental Considerations

The proposed development has undergone Appropriate Assessment Screening under the Habitats Directive (92/43/EEC) and the Planning and Development Act 2000, as amended and the Planning Authority has determined that a Stage 2 Appropriate Assessment is not required in this instance. In addition, the proposal has also undergone screening for Environmental Impact Assessment under the EIA Directive 2014/52/EU (and the relevant provisions of the Planning and Development Act 2000, as amended) and the Planning Authority has determined that the development will not be likely to have any significant effects on the environment and therefore an Environmental Impact Assessment is not required. In accordance with Section 120 of the Planning & Development Regulations (as amended), any person may, within 4 weeks from the date of this notice, apply to An Bord Pleanála for a screening determination as to whether the proposed development would be likely to have significant effects on the environment.
