Draft Joint Local Area Plan for Graiguenamanagh-Tinnahinch

Kilkenny County Council in collaboration with Carlow County Council, have prepared a Joint Local Area Plan for Graiguenamanagh-Tinnahinch, which will shape the future growth of both settlements over the six-year period 2021-2027.  The purpose of the Joint Local Area Plan is to provide a strategic framework for the proper planning and sustainable development of Graiguenamanagh-Tinnahinch,  in the context of the Kilkenny County Development Plan 2014-2020, the Carlow County Development Plan 2015-2021, and the Regional Spatial Economic Strategy (RSES) for the Southern Region.

The Draft Joint Local Area Plan is accompanied by relevant Environmental Reports prepared in accordance with the Planning and Development (Strategic Environmental Assessment) Regulations 2004 (as amended) and Article 6 of the Habitats Directive 92/43/EEC, and is also accompanied by a Strategic Flood Risk Assessment.  Copies of these reports, together with a copy of the Draft Joint Local Area Plan written statement, newspaper notice, and the Council’s Data Privacy Statement, are available to view here on this portal at consult.carlow.ie. and on the Kilkenny County Council portal at consult.kilkenny.ie. 

A copy of the Draft Local Area Plan written statement and accompanying Environmental Reports, newspaper notice, and the Council’s Data Privacy Statement, may also be inspected from Friday 20th of November 2020 to Monday 25th of January 2021 (both dates inclusive) at the following locations:

  • Planning Office, Kilkenny County Council, County Hall, John Street, Kilkenny (by appointment only during normal opening hours as per Covid-19 Guidelines)
  • Planning Office, Carlow County Council, County Buildings, Athy Road, Carlow (by appointment only during normal opening hours as per Covid-19 Guidelines

Submissions or observations on the Draft Joint Local Area Plan and accompanying Environmental Reports can be made on this portal, just register for a free account and click on the ‘Make a Submission’ link. 

Submissions or observations can also be made in writing, marked “Draft Joint Local Area Plan”, and sent by post to the following addresses:

  • The Senior Planner, Planning Department, Kilkenny County Council, County Hall, John Street, Kilkenny or
  • The Senior Planner, Planning Department, Carlow County Council, Athy Road, Carlow.

A further option is to make your submission by email to: ourplan@kilkennycoco.ie or jointlap@carlowcoco.ie.

Submissions or observations received before 5pm on Monday 25th January 2021 will be taken into consideration in deciding upon the Draft Plan.  Children, or groups or associations representing the interests of children, are invited to make submissions or observations in this regard.  Submissions or observations in respect of the Strategic Environmental Assessment (SEA) Screening report, Appropriate Assessment (AA) Screening report and Strategic Flood Risk Assessment (SFRA) may be made to the Planning Authority within the period specified will also be taken into consideration. 

Please note that all submissions will be made available for public viewing along with your name in accordance with the Planning and Development Act 2000 (as amended), on the Council’s consultation website during the plan-making period. Kilkenny and Carlow County Council will treat all personal data you give us as confidential. We will retain your data for no longer than is necessary for the purpose of this LAP and in accordance with each Council’s Retention Policy and the relevant Data Protection legislation.

Please note that all submissions received will be made available to view on the consultation portal for Carlow County Council at consult.carlow.ie. and on the Kilkenny County Council consultation portal at consult.kilkenny.ie. 

Please make your submission in one medium only i.e. by post, email or via the online consultation portal.  The deadline for submissions is 5pm on Monday 25th January 2021.

Invitation to attend Public Consultation Event for the Draft Joint Graiguenamanagh/Tinnahinch Local Area Plan 2021 at 7pm on Monday 11th January 2021

Further to our statutory notice for the publication of the Draft Graiguenamanagh/Tinnahinch Local Area plan, Kilkenny County Council and Carlow County Council would like to invite you to an online public participation event. Both Councils wish to ensure that the Draft Development Plan will be informed by public engagement, notwithstanding the social distancing requirements of Covid-19. As a result, new ways of communicating fully with the public and interest parties are required at this draft plan stage. To this end a FREE online webinar is scheduled for 7pm on Monday 11th of January 2021.

Interested parties are however required to register for the event on Eventbrite.ie, search “Draft Graiguenamanagh/Tinnahinch Local Area Plan”, register for the event where after a link to the webinar will be sent by return.

 There will be two key components to this webinar:

  • A short presentation of the Draft Plan
  • An opportunity to clarify matters raised in the Draft Plan.
