Section 38 - Carlow to SETU Pedestrian & Cycle Scheme (Phase 1)

Proposed Development

Pursuant to the provisions of Section 38 of the Road Traffic Act, 1994 as amended by the Public Transport Regulation Act, 2009 (Section 46), Carlow County Council hereby gives notice of its intention to carry out works on the Kilkenny Road (R-448) in Carlow Town to provide high-quality pedestrian & cycle infrastructure and traffic calming measures, consisting of the following:

  • Site clearance of existing road verge,
  • Construction of circa 300m of 2-Way Cycle Tracks,
  • Upgrading of circa 300m of Footpaths,
  • Provision of 2 No. controlled Pedestrian/Toucan crossings,
  • Provision of a signal controlled junction and new entrance to the SETU campus,
  • Upgraded Public Lighting,
  • Landscaping

In accordance with the requirements of Article 120(1)(a) of the Planning and Development Regulations 2001 (as amended) and Section 50(1) of the Roads Act 1993 (as amended), the local authority has made a preliminary examination of the nature, size, and location of the proposed development.  The authority has concluded that there is no real likelihood of significant effects on the environment arising from the proposed development and a determination has been made that an Environmental Impact Assessment (EIA) is not required.

As per Article 120(3) where any person considers that the development proposed to be carried out would be likely to have significant effects on the environment, he or she may, at any time before the expiration of 4 weeks beginning on the date of the publication of this notice apply to An Bord Pleanála for a screening determination as to whether the development would be likely to have a significant effect on the environment.

Drawings and particulars of the proposals are available for inspection from Thursday 23rd May 2024  until Friday 21st June 2024 inclusive, as follows:

  • At County Buildings, Athy Road, Carlow, Co. Carlow from 9.15am to 4.30pm

Submissions & Observations

Submissions or observations with respect to the proposed development dealing with the proper planning and development of the area in which the development will be carried out may be made using one of the following methods:

in writing: to the Director Of Services, Transport Department, Carlow County Council, County Buildings, Athy Road, Carlow clearly marked “Carlow to SETU Pedestrian & Cycle Scheme Section 38”,

or

online: at Carlow County Council’s public consultation portal at https://consult.carlow.ie/

by email: to activetravel@carlowcoco.ie with the subject line being clearly noted as “Carlow to SETU Pedestrian & Cycle Scheme Section 38”.
