I wish to state NO to Ammendment 98
and NO to inclusion of wording in the County Development Plan to allow a Barrow BLUEWAY (Include full name and address)
RE: Ammendment 98
1. REMOVE additional text "and in collaboration with adjoining local authorities and stakeholders as appropriate" from (Amendment No. 98) Section 11.6 Greenways and Blueways (page 272) of the County Development Plan.
2. Section 11.6 Greenways and Blueways (page 272) and Amendment 98 should be changed and/or omitted, because inclusion will green light a new BLUEWAY plan for the River Barrow when Waterway's Ireland Barrow Blueway Proposal was already refused by the local Authority and An Bord Pleanála, and because inclusion of a Barrow BLUEWAY in the 2022-28 Plan will be against the public submission (individuals and groups) to the CDP consultations and the Aarhus Convention which gives the right of public participation in environmental decision-making, and the right to review procedures to challenge public decisions that have been made without respecting the rights of the Aarhus convention or environmental law in general ("access to justice.)
Please note my objection. While I currently live in Tipperary I have experienced the blueway paths here.. like rush hour traffic and stressful jumping out of the way of bikes. The River Barrow is a beautiful peaceful experience and for many reasons should be treated like the unique treasure it is. Listen to your people. Tipperary didn’t rise up in time and now its their loss to be sensitive to the new ways of living with the riverbank.
