I want to register an absolute NO to the inclusion of wording in in the county development plan to green light a new plan for a Blueway on the River Barrow. 

 

How dare you Councilors ignore the will of the majority .  No No No. Leave this beautiful natural walkway alone.

1.

REMOVE additional text "and in collaboration with adjoining local authorities and stakeholders as appropriate" from (Amendment No. 98) Section 11.6 Greenways and Blueways (page 272) of the County Development Plan.

This inclusion of Section 11.6 Greenways and Blueways (page 272) and Amendment 98 will green light a new plan for a BLUEWAY on the River Barrow against the wishes of the public (individuals and groups) who submitted to the CDP consultations and against planning legislation under which Waterway's Ireland Barrow Blueway Proposal was refused by the local Authority and An Bord Pleanála.

11.6 Greenways and Blueways Policy and the further inclusion of Ammemdment 98 shows Carlow County Council to have completely ignored the public submissions to the CDP consultation process, and in doing so its obligation under the Aarhus Convention which gives the right of public participation in environmental decision-making, and the right to review procedures to challenge public decisions that have been made without respecting the rights of the Aarhus convention or environmental law in general ("access to justice").

Including a plan to facilitate a Waterways Ireland Barrow Blueway on the River Barrow SAC in the County Development Plan 2022-28 ignores section 12(11) of The Act that "states that in making the Plan members shall be restricted to considering the porper planning and sustainable development of the area to which the Development Plan relates, the statutory obligation of an Local Authority in the area..."

 

AND

don't forget it was Cllrs Tom O'Neill, Fergal Browne, Andrea Dalton, Fintan Phelan, Ken Murnane, John Murphy, Brian O’Donoghue, Tom O’Neill, William Paton, & John Pender who voted to keep AND add wording to the CDP so 1/2 million more of our money can be spent on a new shambling Blueway Plan for a river that's supposed to be protected ... oh wait they voted against taking care of the River Barrow track and SAC too
