Ammend 11.6 to recognise Carlow County Council's requirement to meet conservation objectives (10.7 Inland Waters and Riparian Zones)
10.7 Inland Waters and Riparian Zones
County Development Plan 2022-28 should write in support and protection for the green engineering infrastructure of the River Barrow to mitigate present day flooding and future increase of flood events due to climate change.
Carlow County Council should write in support and protection for the green engineering infrastructure of the River Barrow into the County Development Plan 2022-28 to mitigate present day flooding and the increase of flood events due to climate change.
11.6 should not support development that will remove or damage the green infrastructure of the Barrow Towpath which is designed with a 12” spit sod surface that is hardwearing and resilient to flooding. Carlow's green engineering on the River Barrow Navigation should be valued, maintained, and protected in County Develipment Plan 2022-28, especially considering the expected increase in flood events with climate change. The existence of this green engineering, with its history and heritage of 250 years, has a significant role to play in protecting Carlow and the community in a time of ecological crisis. It is already a potential tourist asset! It should not be destroyed by wilfully ignoring science and lack of vision!
(1) The River Barrow and its surrounds should be listed as a National Heritage Area. (2) Carlow needs an up to date LCA and HCA. (3) The River Barrow should be assessed in a new LCA and HCA as a National Heritage Area.
1. As noted in a number of submissions to the draft County Development Plan Carlow needs an up to data LCA Landscape Character Assessment, and HCA Historic Character Assessment, which should include the River Barrow and topath. Support should not be given to reinstate the Barrow Blueway proposal without these up-to-date documents.
2. The River Barrow should be assessed in a new LCA and HCA as a National Heritage Area.
