Enhance Your Premises in 2025 with the Carlow County Council - Streetscape Enhancement Scheme
Carlow County Council is delighted to invite both business owners and residential and commercial property owners to participate in the 2025 County Carlow Streetscape Enhancement Scheme. This initiative aims to support the enhancement of our local streetscapes, helping to create more vibrant and visually appealing spaces for residents, visitors, and businesses alike.
Whether you own a business or a residential property, this is your opportunity to improve the appearance of your premises with financial assistance for eligible upgrades. The scheme offers funding to support a variety of enhancements, including:
- Painting: Freshen up your property with a new coat of paint to improve its visual appeal.
- Repairs: Address structural or cosmetic issues to maintain and enhance your property.
- Decluttering: Remove old wiring, unnecessary signage, or other unsightly elements.
- New Signage: Install updated, attractive signage to modernize your property’s exterior.
- Outdoor Lighting: Improve visibility and ambiance with quality exterior lighting.
- Window Display Design: Enhance your storefront or residential windows with professional designs or merchandising.
Financial Supports Available
Successful applicants can avail of financial assistance to offset the costs of their improvement projects. The grant levels are as follows:
- Residential Properties: Up to €1,000 (including VAT), based on 75% of eligible expenses.
- Commercial Properties: Up to €1,500 (excluding VAT), based on 60% of eligible expenses.
Eligibility
To qualify for this scheme, the property must either be occupied or actively marketed. Vacant or inactive properties are not eligible. Community Groups are not eligible for apply unless they are applying for their own premises in the application locations.
Application Deadline
The closing date for applications is 28th March 2025. Early applications are encouraged to ensure ample time for review and approval.

Scheme Coverage 2025
For the Streetscape Paint Scheme 2025 for Carlow Town, the following streets are eligible to apply:
Burrin Street, Kennedy Street, Castle Hill and Castle Street,
In Tullow Municipal District the focus of the scheme this year is Hacketstown &
Bagenalstown Municipal District the focus of the scheme is Borris.
Apply By 28th March, 2025.
Eligibility
- The 2025 scheme is not open to completed applications from 2023 or 2024.
- This scheme is open to premises in County Carlow only.
- The scheme is open to commercial and residential premises.
- Owner Permission is Required for any Works
- Application must be completed in full with all requested documentation provided
- Invoices must be provided for all works
- Invoices must include Supplier Name and Business Address, Supplier Vat Number (or PPS Number if not registered for vat), and vat amount (€0.00 if not registered for vat)
- Proof of Payment of all invoices must also be provided
- Proof of Payment is a copy of your Bank Statement showing payments going out of your account
- Payment amount and Supplier Name on the Bank Statement must match the amount and name on the invoice
- Payments by cash are not allowed under the scheme
- You must provide Photographs of the premises Before works commence
- You must provide Photographs of the premises After works are completed
- Works carried out prior to Offer Acceptance date are excluded.
