Applicant: Carlow County Council in partnership with Carlow Community Enterprise Centres
Location: Presentation House (former Presentation Convent), Bagenalstown, Co. Carlow
Proposal: Pursuant to the requirements of the above, notice is hereby given of Carlow County Council’s intention to develop the former Presentation Convent, Bagenalstown, County Carlow, into a Community & Enterprise Centre which will be known as Presentation House, Bagenalstown.
Description of Development:
The development will comprise of:
Retaining as much of the existing building fabric and building interior layout as possible
Minimal work to the building exterior
A 30 sq. m. section of the building at the South-East corner is proposed to be demolished to facilitate traffic movements to the rear parking area
Existing exterior finishes to be retained; however, the windows and doors will be replaced for improved energy performance. We propose to match the new window design with existing design
The interior spaces are also to be maintained with minimal intervention except where the new functions require alterations
We are proposing new raised letter signage to identify the main entrance and the secondary entrance to Tyndall Hall
and associated services including landscaping and boundary treatment
An Environmental Impact Assessment (EIA) Preliminary Examination, and an Appropriate Assessment Screening, for the proposed development have been completed and are available for inspection.
Plans and particulars for the proposed development including all reports are available for inspection online at www.consult.carlow.ie or during office hours by appointment only at the Planning Department, Carlow County Council, County Buildings, Athy Road, Carlow by contacting (059) 9170 346 or emailing: part8@carlowcoco.ie for a period of 4 weeks commencing on 7th May 2024. You can also purchase a copy of same at a fee not exceeding the reasonable cost of making a copy.
A submission or observation in relation to the proposed development, dealing with the proper planning and sustainable development of the area in which the development would be situated, may be made:
in writing, to the Planning Department, Carlow County Council, County Buildings, Athy Road, Carlow clearly marked ‘Presentation House Community & Enterprise Centre, Bagenalstown, Part 8 Process’
or by email to part8@carlowcoco.ie with the subject line being clearly noted as ‘Presentation House Community & Enterprise Centre, Bagenalstown, Part 8 Process’ before 5.00pm on 21st June 2024.

NOTE 2: Submissions or observations received are subject to public viewing.
In accordance with Article 81 and 120 of the Planning & Development Regulations 2001, as amended, Carlow County Council has concluded from a preliminary examination that there is no real likelihood of significant effects on the environment arising from the proposed development and an Environmental Impact Assessment (EIA) is not required. Any person may, within 4 weeks from the date of this notice apply to An Bord Pleanála for an Environmental Impact Assessment Screening Determination as to whether the proposed development would be likely to have significant effects on the environment.
