Affordable Housing Survey

Carlow County Council is inviting members of the public to participate in its newly launched Affordable Housing Survey. This initiative aims to gauge the level of interest for Affordable Housing in Carlow Town, Bagenalstown and Tullow under the Government’s ‘Delivering Homes, Building Communities’ plan. The survey is designed to assess the need in these areas.

The Survey is open to:

  • First-Time Buyers - those who have not previously bought or built a property to live in. Have not owned or have an interest in any property in Ireland or abroad.
  • Fresh Start Applicants - those who are divorced or separated, who no longer have an interest in a family home, or those who have undergone insolvency proceedings.
  • Anyone who is over 18 years of age and has Irish Citizenship or the right to reside in Ireland – regardless of whether you currently live or work in County Carlow.

Members of the public who feel they potentially qualify for such support are actively encouraged to complete a short survey on the council’s website, which should take no more than 4 minutes to complete. The survey will be open until 5pm on 31st January 2026.

By completing the survey, you will be helping Carlow County Council to:

  • Establish the level of interest in purchasing an Affordable Home in the County.
  • Plan future developments that reflect the established needs and demand.
  • Determine appropriate house sizes, types, and scope of Affordable Homes.

The Affordable Housing Programme (Local Authority Affordable Purchase Scheme) is specifically designed for households who are unable to afford a home at its full market value, even when combining their deposit and their approved maximum mortgage.

Terms and Conditions

The local authority will use the information gathered to inform development of future affordable housing schemes in these areas.

This initiative is a provisional survey only, for the purpose of determining potential levels of interest in demand for affordable housing and also to gather the following information.

C)        Family configuration which includes single, family Freshstart
D)        Location
E)        Affordability of family unit.

This information is sought by the Housing Department of Carlow County Council and retained in pursuance of the functions of Carlow County Council as a Housing Authority in relation to housing under the Housing Acts 1966-2015 and in relation to Affordable Housing under Part 5 of the Housing (Miscellaneous Provisions) Act 2009 and Section 96 of the Planning and Development Act 2000 as amended by provisions within the Affordable Housing Act 2021.
