Variation No. 2 of the Carlow County Development Plan 2022 - 2028 - Muinebheag/Royal Oak District Town Plan 2025
NOTICE OF MAKING OF VARIATION NO. 2 TO THE CARLOW COUNTY DEVELOPMENT PLAN 2022-2028
Notice is hereby given, pursuant to Section 13(8) of the Planning and Development Act, 2000 (as amended), that Carlow County Council, being the Planning Authority for the County, has made a Variation to the Carlow County Development Plan, 2022-2028 on Monday, 10th November 2025. This Variation is effective immediately.
Variation No. 2 incorporates the Muine Bheag/Royal Oak District Town Plan, 2025 into the Carlow County Development Plan, 2022-2028 and includes minor consequential changes to text in the Carlow County Development Plan, 2022-2028 (Chapters 2, 15 and 16), as appropriate.
Notice is also given, pursuant to article 13Q of the Planning and Development Regulations 2001 (as amended), that a Strategic Environmental Assessment (SEA) Statement has been prepared.
This Statement summarises:
(a) How environmental considerations have been integrated into the Plan,
(b) How: (i) the Environmental Report has been prepared, pursuant to Article 13L
(ii) the submissions and observations are made to the Planning Authority in response to the section 13(2) notice, and
(iii) any consultations under article 13O, have been taken into account during the preparation of the Variation (these consultations were not relevant to the Variation).
(c) the reasons for choosing the Variation, as adopted, in light of the other reasonable alternatives dealt with, and
(d) the measures decided upon to monitor, in accordance with Article 13R, the significant environmental effects of implementation of the Variation.
The Variation to the County Development Plan is available for public viewing online at https://consult.carlow.ie/ and in hard copy at the Planning Office, Carlow County Council, Athy Road, Carlow and Muine Bheag Library, Muine Bheag, Co. Carlow during their normal opening hours (excluding bank holidays). The Variation is also accompanied by the Strategic Environmental Assessment Environmental Report, the Strategic Environmental Assessment Statement, the Appropriate Assessment Natura Impact Report, the Appropriate Assessment Conclusion Statement, Strategic Flood Risk Assessment, Local Transport Plan and Infrastructure Assessment.
