Draft County Carlow Road Traffic National Secondary Roads, the N80 and N81, Special Speed Limit Bye-Laws of 2025

Carlow County Council in exercise of the powers conferred on it by Section 9 of the Road Traffic Act, 2004 (No. 44 of 2004), as amended, hereby gives notice of its intention to make Special Speed Limit Bye-Laws in respect of the National Secondary roads, the N80 and N81 within the administrative area of County Carlow following a review of speed limits in accordance with the “Guidelines for Setting and Managing Speed Limits in Ireland” issued by the Department of Transport, Tourism and Sport (March 2015, as amended). The draft National Secondary Road Special Speed Limits proposes the advanced implementation of the proposed National Default Speed Limit reduction from 100km/h to 80 km/h on National Secondary Roads within the County of Carlow, including the N80 and N81. Please note that a separate review of Urban Speed Limits and a full County Speed Limit review will be carried out and these are not included or the subject of this draft. The “Draft” Special Speed Limit Bye-Laws together with associated maps are available for inspection at Carlow County Council Offices during public opening hours from Wednesday, 16th April, 2025 to Friday, 30th May, 2025 inclusive at the following locations:
Written submissions or observations regarding the Draft National Secondary Road Special Speed Limit, are invited from members of the public and other interested parties. Submissions or observations may be made in one of three ways:

Submissions or observations must be made in writing no later than 4.00pm on Friday 30th May 2025. Late submissions will not be accepted.

Submissions or observations should include your name and address and, where relevant, details of any organisation, community group or company etc. you represent.
Written submissions or observations with respect to the Draft National Secondary Road Special Speed Limits, made within the period stated, will be taken into consideration before the making of the National Secondary Road Special Speed Limits.
Please ensure that no vexatious, libellous or confidential information, including confidential information relating to a third party (in respect of which the third party has not, expressly, or impliedly in the circumstances, consented to its disclosure) is included.
All submissions/observations will be subject to the Data Protection Act 1988-2018 and the Freedom of Information Act 2014.
