CCTV for Litter and Dumping Prevention and Enforcement

Carlow County Council intends on implementing a number of CCTV schemes which aim to deter, prevent, detect and prosecute cases of illegal dumping across the County.

As part of this process Carlow County Council is undertaking public consultation on the provision of CCTV cameras in public areas in County Carlow. 

Following complaints of illegal dumping at the following locations Carlow County Council intends to install CCTV for the prevention of litter and illegal dumping:

Location 1 - Tullow Recycling Centre

Location 2 - Mount Leinster & The Blackstairs Mountains

Location 3 – The Laurels, (area adjacent to the River Burrin) Tullow Road, Carlow

Location 4 – Hacketstown Bottle Banks

The CCTV cameras are for the sole and primary purpose of preventing litter and illegal dumping and enforcement of the Litter Pollution Act 1997, as amended, and the Waste Management Act 1996, as amended.

This initiative will adhere to the Codes of Practice for the Operation of CCTV for the Purposes of Prevention, Detection and Prosecution of Litter and Waste Offences.

Submissions / Observations:

Your responses will inform the scheme's implementation and help us address community concerns.

Your feedback is important to this process, and we look forward to hearing from you. All submissions will be considered before the CCTV Cameras are finalised.

Submissions or observations with respect to the proposed installation and use of CCTV cameras at the above locations can be made in following formats:

  • In writing to the Environment Department, Carlow County Council, The Assembly Rooms, Cox’s Lane, Carlow  R93 X3T5 to be marked “CCTV Consultation”. 
  • In electronic format by email to environment@carlowcoco.ie or via the online consultation hub. Emails should include “CCTV Consultation” in the subject line

The deadline for receipt of all submissions is 12:00 on May 29th 2025.
