Carlow County Council, in partnership with Laois County Council and the Department of Transport (DoT), invite those who live in, work in or travel through the study area along the southern edge of Carlow Town and any other interested parties to participate in the second non-statutory public consultation for the Carlow Southern Relief Road (CSRR).
Share your views in person on the 11th & 12th of November 2025 and online between the 11th November and 1st December 2025.
The Carlow Southern Relief Road (CSRR) is a long-term strategic transport proposal for the town of Carlow. Project Carlow 2040 calls for a new, connected transport network to help remove through-traffic from Carlow town centre, reduce congestion and improve safety for pedestrians and cyclists.
The Carlow-Graiguecullen Local Transport Plan (LTP), notes that the CSRR will enhance regional connectivity between the Midlands and the South-East, while also promoting walking, cycling, and public transport use.
The project will link Graiguecullen with Eastern Carlow and improve journey times for those who live, work or spend time in the area.
What’s happening now?
The project is currently progressing through Phase 2: Options Selection. The project team have been developing potential route corridor options which will be presented during the public consultation. These corridor options will then be examined and assessed to identify a Preferred Option for the project.

We invite you to come along to our public consultation event to meet the project team, find out more about the project and share your feedback on the potential route corridor options. Your views will help shape the next phase of the project.

What happens next?
Your feedback will help the project team identify a Preferred Option as the project progresses through the Options Selection process.
Route Corridor Options will be thoroughly examined, based on Economy, Safety, Environment, Accessibility, Social Inclusion, Integration and Physical Activity.
The goal is to identify a Preferred Option, which will then progress into Phase 3: Design and Environmental Evaluation.
