CARLOW-GRAIGUECULLEN JOINT URBAN LOCAL AREA PLAN 2024-2030

 

Notice is hereby given, pursuant to Section 20(3) of the Planning and Development Act 2000 (as amended) that on the 29th July 2024 Laois County Council and on the 30th July 2024 Carlow County Council, being the Planning Authorities for Carlow-Graiguecullen, made the Carlow- Graiguecullen Joint Urban Local Area Plan 2024-2030.

This Plan will come into effect on the 9th September 2024.

Notice is also given, pursuant to article 14I of the Planning and Development Regulations 2001 (as amended), that a Strategic Environmental Assessment (SEA) Statement has been prepared.

This Statement summarises:                               

(a) How environmental considerations have been integrated into the Plan,

(b) How:

  (i) the Environmental Report has been prepared pursuant to article 14B,

  (ii) the submissions and observations made to the Planning Authority in response to the section 20(3) notice, and

  (iii) any consultations under article 14F, have been taken into account during the preparation of the Plan.

(c) the reasons for choosing the Plan, as adopted, in the light of the other reasonable alternatives dealt with, and

(d) the measures decided upon to monitor, in accordance with Article 14J, the significant environmental effects of implementation of the Plan.

The Carlow-Graiguecullen Joint Urban Local Area Plan 2024-2030 shall come into effect on the 9th September 2024 within the functional area of Laois County Council and the 10th September 2024 within the functional area of Carlow County Council. 

Copies of the Carlow-Graiguecullen Joint Urban Local Area Plan 2024-2030, the Strategic Environmental Assessment Environmental Report, the Strategic Environmental Assessment Statement, the Appropriate Assessment Natura Impact Report, the Appropriate Assessment Conclusion Statement, Strategic Flood Risk Assessment, Local Transport Plan, and Infrastructure Assessment will be available for inspection no later than the 9th of September 2024 at the following locations:

  • Online at https://consult.carlow.ie/or http://consult.laois.ie;
  • Carlow County Council Planning Department, County Buildings, Athy Road (during normal opening hours- excluding public holidays); and
  • Laois County Council, Planning Department, Áras an Chontae, JFL Avenue, Portlaoise, Co. Laois (during normal opening hours- excluding public holidays).
